Time is a rule, not a number: an offset, a daylight-saving policy and the history of every change a government made to either. The tools on this page read that rule for a place, or solve for the instants the sky defines, which no table keeps right for long. All of them give their instants in UTC where the moment is one for the whole planet, and on the local clock where a place is named.

Why a city rather than an offset
UTC+1 is true of Paris in January and false in July, and CST means three different things on three continents. A city, or its IANA identifier, designates one rule, past and future. Every tool here resolves the place first and states the identifier it used, so an answer can be checked rather than trusted.
