Verifies an IBAN: structure, expected length per country and mod-97 check digit
Spaces, dashes and dots are allowed and ignored; case normalized to uppercase.
Leave the IBAN field empty and give the country and the domestic account number instead: the IBAN is computed, then checked like any other.
